The Cultural Reservoir

To preserve the tower’s iconic historic envelope and decorative Lombard brickwork untouched, the design shifts its primary expansion vertically downward. The proposal embraces a bold, contemporary design language that intentionally contrasts with the existing building. Where the original tower is defined by verticality, historic complexity, and light masonry, the new intervention responds with horizontality, seamless continuity, and dark, minimalist tones. Sweeping, fluid subterranean topographies carve into the earth, establishing a striking dialogue between the historic vertical mass and a smooth, modern landscape.

The ground splits to form a newly sculpted public park, a sunken north courtyard with reflective water elements, and an outdoor amphitheater to the south. At the lowest level (-6.45m), a generous, multifunctional open space extends beneath the landscape. Above ground, a bustling café and bistro at +1.75m acts as a welcoming threshold, integrated into the surrounding park via gentle, terraced steps and ramps.

Crucial to the design is a strict commitment to accessibility. The newly sculpted outdoor park and amphitheater are 100% barrier-free. Inside, a spectacular vertical core—featuring a central spiral staircase wrapped around a transparent cylindrical elevator—ensures seamless, barrier-free access to all levels, with the sole exception of the panoramic reading room and library nestled directly beneath the historic water tank. By blending heritage with an inclusive, active public life, the project returns the iconic landmark to the daily rhythm of the neighborhood.
